The form of the vulture.*** The Anaye was the lord of Tovangar before Yona, but the land was full of famine, plague, and war, as is its natural state. Neither male nor female, The Anaye is a force of nature that can only be placated by its followers through sacrifice and vile rituals, or the land falls into disrepair once again. Weakened by its battle with Yona, The Anaye retreated into the shadows, taking the form of the vulture to poach the dead from the claws of the living. Followers of The Anaye believe that it is the true power of the land, but they are socially rejected by the other faiths, though there is a small, heretical branch that is attempting to reengage with society through a more progressive lens. The faith forbids followers from engaging in diplomacy. > [!dm] > ### Institutions > There are twelve Papal figures of the underground church of The Anaye. They are faceless and anonymous, meeting in the shadows and not even knowing the faces of one another. They could be anyone — you, me, or your neighbor. They cannot be bought or paid for, nor can they be spoken with. For matters of high importance, there are public-facing subordinate clergy who can bring matters to the council for consideration. The Clerics are common believers chosen by their peers for their technical skill and behavioral qualities in service of the purposes of the god of Death. > > ### Notes > [Additional DM-only information]
