Violent, angry, impulsive, and frequently motivated by his own fury, Neol can be roused to raging destruction by the smallest offences and hold onto a grudge for centuries after the slight. Though occasionally petty or vengeful, Neol revels in chaos and exults in unrestrained devastation. Despite this, he is not an inherently evil god. Unlike some of his chaotic divine brethren, the citizens of Tovangar view Neol as a more necessary evil. Despite the chaos and destruction, Neol is considered more a force of nature, whose actions work hand in hand with Hataa & Amartuq to keep the ecosystem pure. Neol behaves with joyful malice, believing that there is nothing built by man or god which he could not destroy.

> ### Institutions
> Neol's church is small by the standards of a greater deity, and his followers are fanatical in their love of destruction. The clergy has no formal hierarchy; obedience is enforced through might. Priests of Neol are fond of extorting sailors and farmers, threatening that Neol will bring destructive storms upon them if they do not placate the angry god. Clerics are committed evangelists who seek to gain converts through fear or the enticement of raw power. Though Neol worship is not very culturally accepted, public churches often take the form of castles or fortified strongholds that lay on earthquake fault lines or in the path of storms or lava; Neol ensures they remain unscathed.
